I have a premium workspace and i as an admin can send emails to internal and external email addresses.
The issue is that i have a user who is a contributor on the workspace who needs to send emails to external users. They are able to create a subscription that will send to internal email addresses, they can add the external addresses to the same subscriptions but only the internal recipients will go out.
I have tried to edit their subscriptions, but not take them over, and whilst i can edit and the subscription will function, the subscriptions will not go to external users, they only to internals on the same subscription.
I am assuming that somewhere in the admin portal there are some settings that need to be enabled. Can anyone guide me to all the settings that need to be in place.
I have seen articles about settings for guest users being added to subscriptions such as this

but not about setting permissions for externals.
Thanks, however i can send paginated report subscriptions to my personal email which is not set up as a guest within my companies domain, amongst a number of others. The issue is that we have one user who we need to set up to be able to send subscriptions, but we do not want to add them to all the Entra groups that i am a member of for obvious reasons

You can let your admin turn on some settings in the admin portal in the Power BI service
You may be able to find the settings there
However, for external users, the link that Power BI sends to external users is the Microsoft Entra B2B invitation link. When external users open the link, they're asked to join your Microsoft Entra organization as guest users.

For external users who aren't guests, Power BI doesn't seem to support sending report subscriptions to external users who aren't guests at this time.
You can use other methods to accomplish sharing with external users. The first is to share a report link, which you can generate and then manually email to external users.
Or with Power BI embedded, if you have an app or website that is intended for external users, you can use the Power BI embedded feature to embed the report into your app or website so that external users can view the report directly there.
You can also create a Power Automate process to fetch report data on a regular basis and email the data to external users.
