Hi,
I have created roles in Power BI desktop and it worked in View as Roles in Power BI desktop.
However, when I go to RSL in Power BI service, I cannot see the roles I created. I am currently using a Power BI PRO trial licence. Is this because of I don't have a full licence?

I do not think that you can set up RLS with a free license but I am not positive. To use RLS on the Service, you need to go to the Dataset and then Select Security and then assign users to the roles that you created. Can you get to the Dataset and to the security settings?

I found out that there is a delay for Power BI service to reflect the changes after I publish in Power BI desktop. RLS is now showing.
