Restrict upload of files to the workspaces

Hello everyone,

 

I'm using the deployment pipelines with 3 workspaces. My goal is to ensure that all the creators upload reports only to the development workspace and from there, we move via the pipeline. How can I restrict the other workspaces to prevent uploading data directly from PowerBI Desktop?

For the test and production workspaces, only grant workspace viewer role.
