Hi,
We use AD groups to allow users to access workspace apps. Due to app datasets being in different workspaces to the app, we have to give this AD group build permissions on the dataset, which in turn allows users to Analyse in Excel on the dataset. We are finding that users (who have not been educated on data relationship concepts) are creating cross joins etc on the data thus consuming our capacity CPU. With our setup, is there anyway to restrict Analyse in Excel access to only the users who have been educated? We don't want to turn off Analyse in Excel as we know this can alienate users.

If you go to the Tenant Settings in the Admin portal, you can change the capability for Export to Excel (and other Export options) to a specific security group, rather than the entire organization. And, so if you put those trained users into that security group you will be restricting the export.
I am making an assumption that you are restricting users to an app or something like that and that the users are not admins or high level permission in the workspace where they can just download the report and do what they want anyways.
