I've worked with several experienced Power BI developers here at work to find a solution for this issue. So far, we haven't been able to resolve. I've searched and tried all the suggestions in this community and online. I've run out of things to try.
The report uses two data sources: SQL server and an Excel file in SharePoint. The report data refresh is set for 11am each day. I can refresh the data in desktop and no problem. I publish the report and check it the next day. The refresh looks like it's completed, and the refresh history says it successfully completed. But when i look at the data, it hasn't refreshed. There was no error messages and I didn't get the email there was a problem.
In desktop, I used the Web connector, file connector and SharePoint folder connector. I've checked the permissions in the online report and all looks correct.
Any ideas? Others on my team have similar reports that connect to excel and seems to work ok when refreshing.

If your dataset contains not only Sharepoint data source but also the premise data source, then it is necessary to use an on-premise gateway and configure schedule refresh. For further information, please refer On-premise data gateway , Configure scheduled refresh .
Note that you also need to select Allow user's cloud data sources to refresh through this gateway cluster option under Gateway Cluster Settings. See: Merge or append on-premises and cloud data sources.

The Sharepoint that has the Excel file isn't on-premise. The file refreshes with no error or problem with Power BI Desktop. That was the first thing I checked and as noted, the more experienced developers here tried several solutions. They are stymied and think the issue likely the Power BI is online.
I was curious if anyone else had the same issue and any ideas on what to check we hadn't thought about.

you say you have a SQL Server as a datasource, but have a web, file and SP connector? That seems odd to me.
Could you elaborate a bit more? Or show the connections in PBI Desktop?
Do you have a gateway set up?
The report has two data sources, SQL server and Excel file. I used the web, file and SP connector on the Excel datasource. We have a corporate gateway we use on SQL server datasources.
The connections in desktop are straighforward. I connected to SQL server and Excel as recommended by Microsoft and other developers. It refreshes fine in desktop... it's not refreshing the actual data in the Power BI online. The dataset history shows it refreshed correctly with no errors, except the actual data hasn't changed. If i manually refresh, same result. it shows it refreshed but the data didn't update.
