I've been digging and haven't been able to find an answer on this yet. Regarding the warning on the Publish to Web page:
"When you use Publish to web, the report or visual you publish can be viewed by anyone on the Internet. There is no authentication used when viewing these reports. Only use Publish to web with reports and data that the anyone on the Internet (unauthenticated members of the public) should be able to see. Before publishing this report, ensure you have the right to share the data and visualizations publicly. Do not publish confidential or proprietary information. If in doubt, check your organization's policies before publishing."
I am fairly new to Power BI and we are looking into using it for certain reporting needs at my organization, but most of these reports would contain sensitive or confidential information. I am wondering, if we were to embed a report in a Sharepoint page with controlled access, assuming no one is sharing the embed code/URL, would the report be visible to anyone who does not have access to the page? We are ideally looking to share these with end users in a way such that they do not have to use the Power BI platform to view a dynamic version of a report, so embedding them on a webpage that we can control access to seems ideal. However, if anyone has any other suggestions on how to best achieve this, I would appreciate hearing them.

@jra3794 I would not recommend doing that. In the first notifications of "Publish to Web" there was even a section stating that Microsoft may use them as examples in the future. They explicitly state, don't use them for private info. If you look at the ideas section, you can see that this scenerio is currently being worked on - here
There are a few blogs about how to accomplish this task, but still nothing that provides the security you would want/need.
