Remove banner "Your jobs are being throttled because you are using more compute than your capacity"

Hi, 

Some days ago it started to appear this message in our PowerBi premium workspaces:

"Your jobs are being throttled because you are using more compute than your capacity was sized for. Reach out to your capacity admin to upgrade your capacity to improve your performance."

Really It's very annoying for non admin users decipher what that means. Is there a way to disable it or show it only to admins?

@aechague  we started seeing that as well starting on Monday.  Looks like there's other users too (see link below). Perhaps the PBI team will provide some insight.
