I have the same report that is published in two different workspaces. Both reports are using the same data gateway for their credentials and I have ensured that they both have the exact same setup. One report refreshes as expected but the other always returns this error.
"The last refresh attempt failed because of an internal service error. This is usually a transient issue. If you try again later and still see this message, contact support"
It does this regardless if it is a scheduled refresh or a manually triggered refresh. Has anyone else run into?

This problem is a tough one because, as defined, it is "transient". This means the issue could be occurring anywhere along the path from the originating data to the final service (and that means it could be any one of the many points along that path). My recomendation is to open a ticket and have Microsoft go through the traces with you to determine the root cause.
