We have a handful of datasets but Power BI Service creates a huge number of Azure dwh connections and refreshes fail as a result. E.g. here's a count of new connections per minute.
In some cases connections are running a couple of queries, closing then being reopened to run the same queries. I'm not sure where to go with this issue - will take any tips or solutions to test.

What happens if you change the Refresh in Parallel option to off and see if that helps solve the issue?

This really could be a number of different things - either individually or working together in a negative way. The number of connections may or may not be the problem. Inefficiency could be a problem but that might be a symptom rather than a cause. Is there an error message? Is your network allowing the traffic through? In my experience there are often security or network settings that cause issues. Take a look at this article to make sure at least the refresh is working:
