When a Dataset exceeds the time out in either Refresh Schedule or Refresh Now, in Refresh history it marks as "Time Out" and another refresh process starts running. After the second refresh finishes it marks both records as complete.
Is this a Power BI's fix for the time out issue?
@MichelleCerda, thanks for reporting this issue. It is confirmed as an issue in Web Front End by PG team. They are now investigating it.

@MichelleCerda I am only guessing since not experienced this before, but i think it is by design. You can get it confirmed by contacting MS support. It would be interesting to find out on why first one times out as well.
