RLS Access Error- but no intentional RLS set?
I have a user reporting an "Access Denied ...becuase you don't have permissions to the underlying dataset. The underlying dataset uses row-level security (RLS)..." error message. I'm the data set...

some reports have individual report permission, can you please chekc if her name is in the permitted members, in your case viewer access category. and also make sure she has access to the dataset, is she dont have access to the dataset then she wont see the report.
also user need pro license atleast ti view the report.I hope this helps.

Have you given her a report access in powerbi service?
from manage access option?
try to give her member or contributor access or admin access to see it it's working.
