Question on RLS page level security

While adding Page level security through RLS I can see some user who has only Viewer access , Yet they are able to access everything like contributor.

 

Following steps I have taken to adding RLS ( Page level security )

 

1. Created two groups

2. Added Page level security by using RLS 

3.Added permission based on groups 

4. Shared PBI Links with users 

 

Not able to find RCA, Kindly  help here
