Query Dataflow by another tool

According to your description, i am confused with your requirement.

Do you want to connect to dataflow on Power BI Desktop by using another tool, or write queries on Power BI Service?

I mean, create a dataflow (write a query) on the service, and then you for example Tableau to connect at this source.

I don't believe so.  Power BI dataflows can only be consumed by other Power BI dataflows and Power BI Desktop.

If you're using ADLSGen2, there may be a way to have another tool connect to the CDM folder in data lake.
