I'm struggling with a publish to web issue that I can't solve by myself :
I got 2 reports live connected to a Power BI dataset, wich is part of the limitations announced here https://docs.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web#limitations
However, one of the reports has the publish to web (public) option available and not the second report that only has the classic publish to web option.
Does someone has more knowledge concerning the reason for this strange behavior ?
The only difference I see is that the second report has measures inside the report whereas the first report has all measures in the data source.

According to your description, one report contain report-level measure. so it can't publish to web.
In addition, about report-level measure : it is a measure that you create against a LIVE connection to either SSAS Tabular or Power BI Dataset published in the Service.
