Publish PowerBi to web on a fabric workspace

Is there a requirement on the Fabric capacity for publishing to web? 
The following site states F64 or larger for PowerBI free users, does a similar requirement apply for publishing to web? It does not work in our current setup when moving a workspace from PowerBI Pro to Fabric on an F2 capacity.

Publish to web is independent of the capacity used. But it has some limitations.

You should turn on the Publish to Web in the Admin Portal -> tenant settings ->Export and Sharing Settings -> Publish to Web.

After further investigations - it seems like reports using "conventional" datasources are working fine. However,  the reports based on semantic models created in the lakehouse are not working. The question remains the same though 🙂
