Premium per User and Pro Access to Workspaces

Hello,

Our organization currently has Pro licensing for all users. We would like to gain more control over the datasets used for reports and ensure that reports look consistent, rather than having all users with the ability to publish reports to our shared workspace.

Would it be possible for our Power BI design team to obtain Premium per User licenses so that we can take advantage of deployment pipelines in the following way?

  1. Our PPU-licensed design team creates a report in the Dev workspace.
  2. The PPU-licensed design team pushes the report from Dev into the Test workspace.
  3. The PPU-licensed design team shares a link to the report in the Test workspace for Pro-licensed users to review and QA.
  4. The PPU-licensed design team pushes the QA-approved report from the Test workspace into the Prod workspace for all Pro-licensed users in the organization to consume.

Or, do we require Premium licensing for users to access the Test workspace and Prod workspace too?

I have searched the forum for this topic and have been unsuccessful - apologies if this has been asked before.

Thank you.

yes because those workspaces would then need to be premium, therefore anyone using those workspaces will need premium.

as far as i know anything touching deployment pipelines would need premium capacity.

Thank you. To confirm, this would mean that for us to utilize deployment pipelines and dev/test/prod workspaces, all users who need to access reports in prod would need to have premium capacity?
