Premium workspace
1. Do i need premium per user license in order to assign workspace to premium capacity or pro license is enough?
2. Can end user who does not have power bi license (pro or premium) perform below actions for Paginated reports hosted in Power BI premium or Fabric capacity
- View Paginated report
- Export Paginated rpeort in excel or pdf formats
- Subscribe to report as an email attachement as pdf or excel
- Open the pdf or excel attachement sent as email subscription
Pro license is enough to assign workspace to Premium capacity (PPU not needed).
End users without a license can:
View paginated reports
Export to Excel/PDF
Subscribe and receive email attachments
Open PDF/Excel attachments

You only need a Pro license to assign a workspace to Premium capacity, as long as you have the right permissions on that capacity. You don’t need a PPU license just to do this. PPU is mainly for people who want premium features but don’t have a full Premium capacity for their workspace.
Can someone without any Power BI license (free user) do these things with Paginated reports hosted in Premium or Fabric capacity?
View Paginated reports: Yes, free users can view these reports if they’re hosted in a Premium capacity workspace.
Export reports to Excel or PDF: Yes, free users can export paginated reports to Excel or PDF if the reports are in Premium capacity (depending on permissions).
Subscribe to get reports by email as PDF or Excel attachments: Usually, creating a subscription requires a Pro or higher license, but once the subscription is set up, free users can receive and open these emailed reports without a license.
Open PDF or Excel attachments from email subscriptions: Yes, anyone can open these attachments without needing a Power BI license.
So basically:
Assigning workspaces to Premium capacity just needs Pro with proper permissions.
Free users can view, export, and receive paginated reports from Premium capacity without needing a license.
Creating subscriptions requires a license, but receiving and opening subscription emails doesn’t.
