Premium per User and Pro Access to Workspaces

Community Championas far as i know anything touching deployment pipelines would need premium capacity.
Thank you. To confirm, this would mean that for us to utilize deployment pipelines and dev/test/prod workspaces, all users who need to access reports in prod would need to have premium capacity?
