I'm having this issue. I have the PowerBI Premium Licence and 2 days ago de licence mode changed to Pro automatically. And my dashboards all stopped working. When I try to get back to Premium, it comes this problem.
So I tried to create a new premium workspace and it works. But I already have al my datasets and reports in the old one. And when I try to download the semantic model, it says that cant do because it was designated as a big model (premium feature).
So, I dont know what to do!
In parallel I had the Fabric trial and I did a small test that I didnt use. I think the trial is over. Maybe that thing stuck there and I cannot remove it.
It is very frutrating paying a service and not be able to use it...

Thanks for the reply from @GilbertQ , please allow me to provide another insight:
Large semantic models are not available for download by default in Power BI Service, which is currently a limitation, and you can find the content in the image at the link below:

If you want to download your semantic model, you should change the type of workspace where the semantic model is located to a non-large semantic model, and restore your Premium license as shown in the following image:

As far as I am aware, you will need to delete all the fabric items in your app workspace. Once you have deleted all the fabric items, you should then be able to use the premium capacity.
