Premium BI Premium per user vs Pro Workspace

Hi,

 

I'm trying to combine my different semantic models into one but currently I have a pro license. I want to know if it possible if I take a premium license and use the same for combining semantic models in my desktop app and then published the combined semantic model into my pro workspace? My viewers will able to see the dashboard?

  • If any semantic model in the chain resides in a PPU workspace, all users who access the report need a PPU license. But instead you could sitch with pro licenses and if the users also have pro license they can reach the model without any problem.

     

    Also if source semantic models are in a Fabric capacity (F64 or higher), viewers can access them with just a free license.

      Thank you for the reponse. As per my understanding you mean the user can still view the report if they have pro license irrespective of my source semantic models are in a Fabric capacity (F64 or higher)?

        Hi Palak12

         

        If you have an F64 or higher capacity, a pro license is not required to view reports, only to create and publish reports. 

         

        If you don't have an F64 or higher capacity, then a pro license is needed for publishing and viewing reports.

    A combined model created under PPU is treated as PPU content, and a Pro workspace cannot let Pro‑only viewers open it. Publishing the combined model as Import to the Pro workspace, or placing the source models in a Premium capacity, allows Pro viewers to access the report.

    Here’s how licensing and semantic model publishing works in Power BI:

    • Pro license: With Pro, you can create and publish content to workspaces, but you cannot combine semantic models into a single unified model. Pro is mainly for individual creators and small teams.
    • Premium license: Premium gives you access to advanced features like large semantic models, composite models, and the ability to combine multiple datasets into one. You can build and host the combined semantic model in a Premium workspace.
    • Publishing to a Pro workspace: If you create and combine semantic models in a Premium workspace, you can publish dashboards and reports there. However, if you then move that combined semantic model into a Pro workspace, the advanced Premium-only features won’t run - they require Premium capacity. Your viewers in the Pro workspace would not be able to use those combined models unless they also have access to Premium capacity.
    • Viewer access: Viewers with only Pro licenses can see dashboards published in a Pro workspace, but they cannot consume Premium-only features unless the workspace is backed by Premium capacity. If your goal is to let viewers access the combined semantic model dashboards, you’ll need to keep them in a Premium workspace or assign Premium capacity to your workspace.

       

    • In short: You can combine semantic models with a Premium license, but if you publish them into a Pro workspace, your viewers won’t be able to use those Premium-only features. To make the dashboards accessible, you should publish them in a Premium workspace or assign Premium capacity to your workspace.
