I've got a report published that has worked for weeks, but now it has stopped refreshing and the dataset settings insist that I need to setup a personal gateway before scheduling refreshes. The problem is that there is no links to any onsite data in this report, just a table on a public website and my Azure database. Any suggestions about what is happening?

You can no longer connect to Azure SQL Database directly from the Power BI service. To connect to Azure SQL Database using DirectQuery, you will need to use Power BI Desktop. That's the reason why you need a personal gateway. For more details, please see: Azure SQL Database with DirectQuery.

Hmm, this doesn't sound right. I'm not using DirectQuery ("Import" selected for the Azure connection), the file was made in PowerBI Desktop as was all later edits.
I made a new file with the same two connections and the service accepted that. Then I started to fill in the DAX, and suddenly the "install gateway" demand was back on the next publish. Makes absolutely no sense to me.
