Question, is the only way to assign a PowerBI Pro license is to have an Office 365 subscription? What if all I want for my organization of 5 people to use PowerBI Service? Do not have the need for other Office 365 services at this time. Thanks!

Does not work. I even bought a test domain to get this to work so that I could buy 5 more licenses for my client. I cannot believe how difficult this is. On the domain I wanted to do this on it is requiring me to become an admin for my clients domain. I do not want that. My client does not want me to be the admin for their website. On the domain I bought just to get this to work it takes me back to my GoDaddy domain admin, not Microsoft. And GoDaddy is stating I need to buy a Microsoft email account for all the licenses to get this to work. I do not want that. I just want to buy 5 PowerBI pro licenses. Either this process is more difficult than it needs to be or I am stupid. One of the two. I thought I did not need to buy any Office 365 accounts to do this.

As long as you are a global administrator, you can directly log in to the admin center, through Users-Active Users, click on the user you need to view, you can view his information.

Understood, but is the only way to become a global administrator for someone that does not have Office 365 is to go throught the Verify Domain step with the DNS of the domain?

As an administrator, you purchase Power BI Pro licenses through Microsoft 365 or through a Microsoft partner. After you buy the licenses, you assign them to individual users. For more information, see Purchase and assign Power BI Pro licenses.
There's a grace period after a Power BI Pro license expires. For licenses that are part of a volume license purchase, the grace period is 90 days. If you bought the license directly, the grace period is 30 days.

Well I am the partner and this is the first time I have done this. Planning on helping very small companies. So still unsure how to do this even when looking at the documentation. I just want to buy 5 licenses with my business CC and assign them. They I will manage their service and dashboards. This should be rather easy. Not this difficult.
Well, I agree with you Stuart, but trying to figure out how to do this since. It is taking me to verify a DNS domain and I do not want to do this as that is the responsibility of my client. I just want to purchase 5 licenses for them and manage their environment. Does it have to be this hard?

You need to purchase a power bi pro license for each user in the Microsoft 365 management center, and then assign a power bi pro license for each user.
Buy power bi pro license
Bill-Purchase services-Find Power BI Pro, choose to pay monthly or pay for a whole year, enter the number of licenses to be purchased, and then buy.
Assign power bi pro license:
Billing – Licenses – On the product details page, select Assign licenses.

No, you do not need an Office 365 subscription for a Power BI licence. The Power BI licence is stand-alone and does not require any other licence to be purchased with it. You can just buy 5 Power BI Pro licences, there is no need to purchase anything else.
