I am looking to use Power Bi Service as a replacement for an on prem reporting tool. The client has a requirement that all data must be stored in the US. Is there a way to setup a PowerBi Pro workspace so that only US datacenters are used similar to how we can select regions in AWS?

The data region is based on the country/region you select when you create the tenant. The selection applies to sign up for both Microsoft 365 and to Power BI, because this information is shared. If this is a new tenant, select the appropriate country/region from the list when you sign up.
You cannot change the selection after you create the tenant. For more information, please kindly refer to:

Usually the nearest data centers are used by Power BI.
You can check it once from your Power BI Services screen:
Settings > Help & Support > About Power BI > 2nd last line
