Power BI report sharing to external email id

Hello PBI MVPs and Expert,
My query is related to report sharing. I have to build a PBI report for my client and there are 10 users with whom the report will be shared. I understand that to publish a report I should have a pro license.
My question is do the all users should also have the pro license to view the report?
And call I publish the report from my company pro license email to the client email id?
And where would my report will get host?

Please answer.

And call I publish the report from my company pro license email to the client email id? -- If it is same tenant, then you can. Else need to add them as guest user under AAD. Please refer the below link.

You report will be in your tenant in the Service. Everyone will need Pro unless you are running a Premium or Embedded capacity.
