Power BI URL Parameters will Change if user hasn't login

Hi,

I fount that if clear the browser data/history and input the URL Parameter link before login. The space will change to +. Therefore, it will be translated into 2B% instead of 20%. Howerver, once I login, I input the URL Parameter link again. It seems normal and the space won't change to +.

Does anyone know why?

I created a link with URL parameter like this:

https://app.powerbi.com/groups/d05ec2c8-d868-433f-b56e-2e8a57121d54/reports/40c3b6e9-0328-4068-9cd4-... eq 'STH' and Data/ILLNCODE eq 'D000'

If I didn't login PowerBI, once I input the link in browser, it will change as shown below. So the space in the original link is substituted with '+', which doesn't matched with Escape Code in official document (space should be substituted with %20). Do you know how to fix it?
