Just wanted to double check my research on Power BI Subscriptions with an Excel Attachment is correct.
Looks like right now if you want a Power BI Subscription to send an Excel attachement is the report has to be developed Power BI Paginated reports and you have to have a Premium license? Is that correct? Any other options? I read that possibly Flow can be used to do that?
If that is correct, then does all Power BI users that would receive the subscription via email need a Premium license? Would only the developer need a Premium license to create the report and the other Power BI users could have a Pro license to view in Power BI?
Last question, is it on the list for eventually Power BI reports can send Subscriptions with Excel attachments?

You can use Power Automate to send out your subscriptions with the maximum flexibility, both format and timing.
If on shared capacity every user needs a Pro license to consume reports you share.
If on Premium capacity regular users do not need a license as long as you share via the app.
As for your last question - exporting to Excel is not a useful feature of Power BI. Teach your users to use "Analyze in Excel" instead.
