Power BI Service Scheduled Refresh

Hello pdp2025,
To complete the answer from the communities, when you upgrade from Power BI Pro → Power BI Premium Per User (PPU), the increased refresh limits (up to 48/day) do not always apply instantly. There are two important points to keep in mind:
1. License upgrade can take some time to fully propagate
Even though the PPU license is assigned, it may take several hours (sometimes up to 24h) for:
workspace capacities to recognize the new license
Power BI service to re-evaluate refresh quotas
datasets to update their refresh capabilities
This delay is normal.
Once the backend is fully synchronized, the limit should update to the PPU refresh quota.2. Your workspace must be in a PPU capacity
Even if you personally have PPU, the dataset refresh limit depends on the workspace capacity, not the user license.
To unlock:
48 scheduled refreshes per day
larger dataset sizes
incremental refresh improvements
➡️ The workspace must be upgraded to Premium Per User as well.
If your workspace is still on Pro, you will remain capped at 8 refreshes.
3. All users who want to access the report must also have a PPU license
Once the workspace is switched to PPU:
every viewer, contributor, or admin of that workspace
must also have a PPU license.
Otherwise they will not be able to access the content, even if you have PPU yourself.
