For refreshing the data on Power BI Service the On-Premise azure is very expensive. Can we use Power Automate to refresh the data every day? Other than this which will be the best & affordable approach.

what do you mean with "On-Premise azure"?
The refresh in Power BI doesn't cost you extra money.
But yes, you can refresh Power BI data sets with Power Automate. Check the following article on how to do that:

You can also refresh a Power BI dataset with a REST API call.
