In PBI app, if a user has access to Power BI workspace, will they automatically have access to all tabs from Audience Groups in the PBI App, even if they, for example, are assigned to only one Audience Group? Will they be able to see all tabs in the app?

Both of your assumptions are correct. if you've assigned the workspace role to the user, the user will have access to all workspace content.
If it comes to app updates and editing, the workspace role must be at least the same as the contributor.

But if you want it to take effect according to the audience of the app, as you said, it is recommended not to set a workspace role on it, the audience set by the app page is effective for all users, but if the user is a workspace role, the user can access it directly by accessing the workspace report even if the user selects the app page to select the audience page to which the user belongs.

Thanks for your reply. So, does that mean that the user will see all the tabs (from audience groups in the app) even if they belong to a single audience group? And in order for that to work as intended, i need to revoke access from workspace and give access to app only (from audience group)?

If he has access to the workspace he will be open any reports on the workspace and he will be able to see data incase if your report don't have any security (RLS).
