I want to create a user that only has Power BI Administrator (tenant-level) access for the purposes of extracting audit log data (specifically report views) without making the user a Global Administrator. I've seen a few articles online that mention adding the user to a Power BI Administrator role, but no such role is visible in the O365 Admin Center, and I don't see any other means of viewing the tenant admin within Power BI. How can I add a user to this role?
As a temporary workaround, I have created a new user which I have assigned to the Global Administrator role. Yet when I run the PowerShell cmdlet Get-PowerBIActivityEvent it is failing with a "BadRequest" status.

Thanks @Greg that's fixed it. Since posting, I also fixed the secondary issue with the "BadRequest" -- I didn't realise the StartDateTime and EndDateTime had to be the same day...
