Power Automate Export to File for Power Bi Reports - Forbidden Error

I am Power Bi Premium Per User. I am creating a dashboard report on Power Bi Desktop and trying to automate the report to send a PDF report on email. I tried several times but keep getting the forbidden issue:

I don't know for sure, but it appears the report is in "My Workspace" versus something like a shared or premium Workspace.  Have you tried it coming from a different workspace?  I wonder if that feature requires a Premium Capacity.
