Is there any possibility for viewers of a workspace to be able to download pbix-files from reports in the workspace? Download pbix-files is not about sharing content to others so why can't viewers do this action?

Currently, users with Viewer role can't download to .pbix from services. This is confirmed in this official documentation by Microsoft(the very first point).
Download pbix-files is not about sharing content to others so why can't viewers do this action?
Because downloading to pbix file provides back-end data access to the users since they can look at all the data after opening the .pbix file in Power BI Desktop.
Viewer role is designed by Microsoft for the users to analyze only from the data visualizations provided on the screen. Hence, no edit permission is present with viewer role and hence no capability to download to .pbix from Power BI Services.

Thanks for your answer. One question though, The Viewer role do have access to the Anlayze in Excel with back-end data access so what's the difference to download the .pbix?
That would provide features of PowerPivot in excel but not in Power BI tool.
Analyze in Excel is an add-on facility from Microsoft while downloading dataset is an out-of-the-box feature of Power BI tool.
Basically, Viewer role users can't access features of Power BI tool for back-end data.
