Permissions of a "Viewer of a Workspace"

Hi:

Is it true that a Viewer of a workspace has the ability to create a dashboard that will use the visuals from reports?

I didn't think that Viewers had such permissions.

@jellis1971  - May be if the below option is enabled in the report settings, the user can make some changes to the visuals and save.

I believe the user needs to be at least assigned to contributor role. See below.

Workspace roles
