Parameter rules greyed out in deployment pipeline

I have a PBIX with a single SQL Server parameter that I'm unable to change the values for in my deployment pipeline. I can change data source rules, but not parameter rules.

@MarkPalmberg  check the type of Parameter in Power BI desktop. Ensure it is Text type.
