Paginated Report and RLS

So, I'm creating some financial reports using Paginated Report builder. It's critical to be able to restrict access to certain cost centers to users based on their credentials. For our interactive financials, RLS works great.

 

Seems like there may be a similar option for Paginated Reports but, I want to make sure it's possible before I commit any more time to developing these reports.

 

Here is a quote from Microsoft:

 

"When applying row-level security to a Power BI paginated report, you need to assign a parameter to the UserID attribute. This parameter will restrict the data pulled from the dataset, before the report is embedded."

 

My question is, what does embedded mean in this context? Embedded into what??

As shown in the below  picture, you can embed dashboards and reports into your custom application or web portal.
