I have a pro licesne and i've published a Paginated report in a premium capacity. The same workspace already has "normal" PowerBI reports and that's working fine.
The users get an error when they try to access the paginated report.
Question is, is it something to do with acess requirements to that work space or simply Paginated Reports are off limits to free users even in Premium Capacity workspaces?

User access for paginated reports is the same as user access for all other content in the Power BI service.
pagianated report need be deployed into a premium feature workspace( premium capacities workspace or premium per user workspace ).
If you want free user to access your workspace, your organization need to purchase Premium capacities (P1 through P3, EM3 and P1 (month to month) )and you need to be a premiumn capacity administrator to allocate dedicated capacity for your workspace.
If your current premium capacity is premium per user (preview). The public preview is available to all organizations pro license user and is free of charge before the official release.
The actual premium capacity you need is Premium capacities ( P1 through P3, EM3 and P1(month to month))
This feature is available to capacity administrator.

I'm not sure I follow you.
Without going into the, very confusing i must add, licensing structure, all the free users can access the PowerBI reports and app in my Premium workspace. But in the same app they can't access the Paginated report. Neither can they access the paginated report (in the same workspace) if shared with them outside the app.
Question is that, could this be a licensing issue?
For info, Paginated reports have been enabled, a Pro user (who is also the admin of the same workspace in addition to myself) can acces those.
