I have a two reports. The one is the ‘Paginated Report’, the other is the underlying pbix report which is the datasource the paginated report is based on. The paginated report matches the underlying data source report exactly line by line up to the item RSL4 Square Drive, then there appears to be an arbitrary cutoff.
It doesn’t appear to be date related, as the missing data on the paginated is often on the same date as that included (and even the same field ticket).
There appears to be some sort of arbitrary data size cuttoff on data being relayed to the paginated report. Is there something in the powerbi service setup that would account for this?

Can you confirm if the data is being cut off at the end of the page?
Or is it when you are exporting the data in the paginated report?
The paginated report completes and shows a total. Data is simply not there after a certain point to be included in the total. The top report is the paginated version. The bottom is the pbix report the paginated report is pulling from.
