Non Repetitive Alerts - Mflow components

Hi PBI Community, 

What trick would you play to notify recipient only once when an alert condition is met but run the alert trigger every 15 minutes as the dataset also is being refreshed every 15 minutes.

Scenario to play out would be KPI metric  if > 0, recipient gets notified.

Now, if KPI=1, recipient would receive an alert and should not recieve another alert until KPI increases from 1 to higher.

Using MFlow alert trigger function for this.
