Non-Admin PowerBI Accounts Cannot Open in PowerPoint

When opening up a PowerBI report in a browser using an admin account and attempting to use the "Open in PowerPoint" function to open a visual in PowerPoint, it works as expected. However, any other valid user who tries to do this gets an error:

Http Status Code: 401
Error Code: UserNotLicensed

 

I have tried to set permissions on the underlying dataset, and many other things to make the user in question have the same access as the admin account, but nothing seems to resolve the issue. Anyone else run into this?

Via the app. And yes, the user has a PBI license.

"Via the app. And yes, the user has a PBI license." Thing is - if you share via the app then your users don't need a Power BI Pro license. They will need an Office license though.

They have Office licenses as well.

The user either doesn't have a Power BI license or PowerPoint license, the message is clear
