Scheduled refreshes have not started today. Now I can't even manually start the refresh using Refresh Now button. This is a Major Incident but it hasn't been mentioned anywhere. Support page only mentions problems with scheduled refresh but it doesn't mention the fact that it is not possible to to refresh any dataset on-demand.

It happened to all datasets. This is now working fine. Apparently it was related to the issue PowerBI service had on the 22nd.

Does the issue happen to some specific datasets or all datasets? Which data source does problematic dataset get data from?
I would suggest you go to dataset settings find problematic dataset, check if gateway and data source credential settings are fine.
