Some months ago we started to build just a single PBI file/dataset that is used as a master for all reports.
The reports are consolidated within an app of the same workspace.
We have data from several departments that are also confidential.
The idea is now to implement dataflows for each group of data. These groups are structured by the department and refresh cycle. For example:
But, I don't want that the report builders (User) have access to every dataflow.
How would you manage that?
I mean, probably the easiest way is to create specific workspaces for each Department and then to link these dataflows to the datasets in the original dataset, right?
So the workspace management would be like:

thats correct, so far theres no way like the datasets to give specific users access to the dataset so you have 2 ways
1) create a workspace for each segment access you need, or create a central workspace that have all, conected to several power bi datasets that let you them give access across workspace to specify users via that dataset distribution on other workspaces, you can use this in combination with flow automate triger to configure dataflows refresh and make the dataset to refresh on a successfull dataflow refresh event.
