Hi  @nagarjunakan ,

You can go check out this Power BI Pro and Power BI Premium pricing page.

https://powerbi.microsoft.com/en-us/pricing/

You can make a combination like this.

  1. Buy 100 Power BI Pro licenses for developers.
  2. 900 viewers for Power BI Free license.
  3. Then you can purchase a Power BI Premium capacity P1.

This will save you more money than buying 1000 Power BI Pro.

Power BI Premium has a feature: as long as your report is in a workspace in premium capacity, you can view the report even if you are a free user.

https://docs.microsoft.com/en-us/power-bi/enterprise/service-premium-what-is

If you already have Microsoft 365 E5, it contains a pro license and you can assign it directly.

Just to understand a different scenario since im confused with the premium vs premium capacity.

Say im developing a dashboard and wanted to share with non pro license. Do i need premium only or premium capacity?

The end user only needs to view the dashboard for reporting purpose without the need to do anything fancy.
