License requirement to publish Process Mining Dashboards in Power BI

Busienss users with free Power BI accounts are unable to view process mining dashboards published on Power BI.
I have Power BI pro and Power Automate Premium licence and my worspace assigned to Premium capacity. Based on the below documentation from Microsoft the process mining dashboards I publish should be accesable to free users. Please can someone assist?

Hi @milanpad ,

 

I think the problem may be caused by the following two points.

1\ RLS

Have you set up RLS? When you assign the contribute role to a user in a workspace, the user will not be affected by RLS and can see all data in the semantic model.

 

2\ Do you grant the user read permission on the semantic model? To check it is simple , please try the following steps

Hi Wearsky, We have a P1 Capacity SKU with 8 v-cores and 64 Capacity Units which I beleive should provide access to free users. 
Plus I have tested with Pro users as well and they are unable to view the charts either (all authorised users are able to access the report however they are unable to vew charts) 

Hi @milanpad ,

1.Are there guest users trying to access report outside the organization? Please ensure they are added in Azure Active Directory.

2.Please check if there is any row level security applied which is causing access issue.

 

Can you please share screenshot of error or the error message.

Hi Pallavi,

 

I played around with permissions and noticed that users (Paid or free) are able to view the charts when they are granted Contributor rights to the Workspace and none of them are able to view the charts with View only rights. I am not sure if this is the correct behaviour as we do not want to give Contributor rights to be able to just view the dashboard.

Granting access to the symantic model worked. Thanks a lot for your help (and everyone else who contributed) !!! 

Hi @milanpad ,

 

The problem could be either i) it is not Premium per capacity / F64 or ii) there is some restriction with row level security or iii) the guest user might have primary and secondary email address and could be causing confusion in AAD. There might be confusion around email addresses.

Giving contributer access is not right and not the solution.  External user should be given view access only in this scenario.

Can you please confirm once again on these 3 points.

Hi @milanpad ,

 

May I ask what SKU you purchased for your org?

At my knowledge, only with F64/P1 SKU or greater than it can share reports with free users.
