Issue: Unable to Use "Publish to Web (Public)" in Power BI Free Account

I am using a free Power BI account, and when I try to publish a report to the web by going to File > Embed Report > Publish to Web (Public), I receive the following error message:

"Contact your admin to enable embed code creation. To publish this report on the web, ask your Power BI admin if they will allow you to create new publish to web embed codes. Once they turn that on, you will be able to publish this report to the web."

Since I am using a free account, I don’t have an admin, and I can’t find a way to enable this feature myself.

Any guidance would be greatly appreciated😊

Hi there!

"Publish to Web" is controlled by an Admin in Power BI Tenant Settings and free users cannot change this setting.
Only an Administrator (Power BI Service Admin) can enable or disable Embed Code Creation.

If you upgrade to a Power BI Pro license (monthly subscription) it should work.  Also if you're part of an organization, ask if they provide Power BI Premium capacity.

As a last resort, you could also export into a pdf or powerpoint!

Hope this helps!

😁😁

Hii @freginier

Thanks for your response😊

I understand that "Publish to Web" is controlled by an admin and that free users cannot enable it. Unfortunately, upgrading to Power BI Pro is not an option for me right now.

I've already tried exporting to PDF and PowerPoint, but I was hoping for an interactive sharing method.

I appreciate your help😊

Hi @EsraaKamal ,

Thanks for reaching out to the Microsoft fabric community forum.

Please check If you are part of an organization, if yes then ask your Power BI admin to enable “Publish to Web” for your account.

Also follow the documentation link below to gain a better understanding of the issue you are encountering:

https://learn.microsoft.com/en-us/power-bi/collaborate-share/service-publish-to-web#create-embed-cod...

Orelse If you are an individual user (not in an organization), you won’t be able to enable "Publish to Web" on a free account. Your best option is to upgrade to Power BI Pro or use Power BI Fabric for more sharing options.

An alternative approach as a workaround:

If public embedding is not necessary, you can:

  • Export your report as a PDF or PowerPoint.
  • Share the exported file manually.

I hope my suggestions give you good ideas, if you need any further assistance, feel free to reach out.

Hello @v-tsaipranay

Thanks for your response.

I have already tried all the suggested solutions:
Checked for admin settings – I don’t have an admin because I’m using a free account.
Tried exporting the report – While I can export as a PDF or PowerPoint, this doesn’t allow for interactive sharing.
Considered upgrading to Power BI Pro – Unfortunately, upgrading is not an option for me at the moment.

When attempting to upload the report in Power bi fourms -> Gallareies -> Data storeis gallarey, the system requires a Power BI Service link, which I cannot generate due to my free account restrictions.

Since "Publish to Web" is unavailable for free users, is there any way to share interactive reports without a Pro license?
