Is there any alternate approach for row level security in power BI without admin level access?

Hi. I'm not sure I understand the question. If you create roles and share with viewer users then all the shared users should have the data restricted with the RLS.

The only users that will be able to read all data are the Members or Contributors of the workspace.

I hope that make sense because I'm not sure what you mean with "admin level".
