Hi all,
I have a workspace with 10 reports that we have published in an app. The problem we are running into is that different sets of reports have different audiences. For simplicity, lets say the roles are Executives, Managers and Staff. As far as we can tell, you need workspace level access (see all 10) to even see the app and that there is no way to limit groups of reports to different audiences. We are replacing reporting services reports where we used folder security to control access to various groups of reports. Is there a best practice in PBI without creating a separate workspace for every audience? We are running prem capacity if it makes a difference.

Now Power BI doesn't support expose only certain reports to different groups of users in an app. But you can vote here: Apps Allow different user groups to see specific reports in one app (Show / Hide)
Or another way you still need to create different workspaces to different groups.

There is no reliable way to do that. You have different audiences? => You need to use different apps.
