Is it possible to download all 500 pbix files at once and gradually convert into pbip and commit to git?

Use Powershell to enumerate the datasets and then loop through the list and download the ones that don't have any of the restrictions. Some will not allow you to download.

As per my understanding, Power BI currently does not offer a built-in option to bulk download PBIX files across multiple workspaces, particularly when using Power BI Pro licenses. Given that you are using Power BI Pro, the available options are limited to manually downloading the files by users who have Build permissions on each report.
Please refer to the following workaround, which may help address your concern:
Navigate to each workspace and download the PBIX files via the Power BI Service UI. To do this, select the report → click on More options (ellipsis) → choose Download .pbix. Repeat this step for each report you wish to back up.
Once the files are downloaded, you may convert the PBIX files into PBIP format using the latest version of Power BI Desktop. The PBIP format enables better source control and collaboration through Git.
After conversion, you can manually push the PBIP files to your desired Git repository using your preferred Git tool.

They are all coming from various workspaces about 15 of them. We only have Pro License. We may move to Fabric soon.

Various workspaces, in one capacity(Not Fabric) and one tenant and is not premium or not Fabric capacity. Just Power BI Pro license.
where did the "all 500" come from? in a workspace? In a capacity? In a tenant?
