Recently I came across this problem, the data is incorrect and every time I need to enter a report I have to click to reset it to the default.
But this becomes unviable because it has many reports and each one I access I have to click to show the data correctly.
The image below shows when I publish the reports the correct data (with filter), if I access it with my user it shows the data in the correct way, if I send the report link to someone else it gets the same data as the image above .
the persistent filter option is currently this way.

I found the solution.
I used bookmarks to navigate from one tab to another, what you must do so that this does not happen is to go on.
View> Bookmarks
disable the bookmark data field.

It may be that the filtering operation done by the end user affects your report. You can find the report and click the setting of the ellipsis
Turn on Persistent filters so that end users will not affect your report
