I can't publish reports to a specific workspace, but the reports can be published elsewhere

We have a workspace x that has several semantic models and reports within it. We are trying to publish another pbix there but we get the below error.

Request ID 74b6dc0c-1f4f-4d39-8da0-ee77cc617176
Activity ID 06eb3c84-5de1-481a-b61d-90e31c634fe3
Service URL https://wabi-north-europe-h-primary-redirect.analysis.windows.net/
Error Code ModelOperatorOperationFailedException
Session ID 06eb3c84-5de1-481a-b61d-90e31c634fe3
Client version 2.140.1454.0

I have then tried to publish other reports to the workspace and get the same error. When I then publish these reports to another workspace y they are all fine.

The workspace runs on Pro license but the pbix files are not large so that shouldn't be the issue.

Havent experienced this before so am a bit confused, any help would be appreciated.

Hi @selgar14,
Thanks for reaching out to the Microsoft fabric community forum.

Based on the error and behaviour you described, the issue seems to be specific to Workspace X, as publishing works fine in Workspace Y.

  • Even if you are a Contributor, certain workspace settings or restrictions may prevent publishing. Please verify with a Workspace Admin that you have the required permissions under Workspace Settings. If possible, ask an Admin to try publishing the report and see if they face the same issue.
  • If Workspace X is near its storage limit, new reports may fail to publish.
  • If the new PBIX file contains a dataset with the same name as an existing one in Workspace X, it might fail to overwrite. Try renaming the PBIX file or dataset and then republish.

Some workspaces have publishing restrictions applied via Power BI Admin settings. If you are using a Power BI Service Admin account, check Admin Portal >> Tenant settings >> Publish to Web.

Thank you @Akash_Varuna for sharing your valuable response.

Hi,

I have got the workspace admin to follow the same procedure and they are experiencing the same issue.

Workspace X is only using 155MB so it isnt a storage issue.

This pbix is new so is not overwriting anything in workspace X.

The same is happening with a pbix called 'Test Publish' (is not getting published to X but is to Y) so this doesn't seem to be pbix specific rather workspace specific.

Any further help would be appreciated.

Thanks

Hi @selgar14,

Thanks for the update. Since the Workspace Admin is also experiencing the same issue, and we've ruled out permissions, storage, and dataset conflicts, this does appear to be a workspace-specific issue. Here are a few additional steps to investigate:

  • If Workspace X is running under a different capacity mode than Workspace Y (e.g., shared vs. premium), check if Fabric Admin settings restrict publishing to that capacity.
  • Some tenant-level restrictions may prevent publishing to certain workspaces.
  • From Power BI Desktop, try uploading the PBIX directly via the Power BI Service. If the upload also fails, it further confirms a workspace-level issue.

If this helps, then please “Accept it as a solution” and dropping a "Kudos" so other members can find it more easily.
Hope this works for you!
Thank you.

Hi,

Workspace X and Y both have same settings and up until this issue we have been publishing several reports to workspace X.

I have tried to import the pbix and it hasn't worked either.

Thanks,

Hi @selgar14 I hope you have the necessary permissions to publish the roles admin or contributor please try clearing cache of PBI Desktop before publsihing after clearing try publishsing again and could you check wether the capacity is working as expected of the workspace

Hi Akash_Varuna,

Yes I am a contributor in both workspaces. I have tried clearing the cache but it hasn't changed anything (can still not publish to workspace x but can to workspace y)
