How to share with someone who does not have access to the workspace?

Hello, 

Within an organization, if someone with a Power BI Pro license shares a dashboard via a link with someone who has a free license, will the person with the free license be able to view the dashboard?

Hi @Lora_0121 

No, the person with a free license will not be able to view the shared dashboard unless the workspace where the dashboard is published is assigned to a Power BI Premium capacity. Without Premium, viewing shared content requires a Power BI Pro license for both the sharer and the viewer.

You can share the report or app with the free users only if your workspace is part of Premium capacity as suggested by Poojara_D12.
